Those items in the picture, popularly called hubcaps, were actually "wheel covers" according to dealer parts departments.

We found this out firsthand when we ordered a new hubcap for our '67 Valiant and were surprised to find what came out of the parts dep't.

The hubcap was that little knobby thing on the end of the axle (in older cars, anyway), the thing that held the axle grease.

Of course, now the axle fittings are completely different, and you don't "grease the axle" anymore; they are permanently lubricated. But they still don't call the removable decorative thingy on a wheel a hubcap.
